Abstract

Economic policies vis-à-vis institutions guide how to govern and maintain accountability and checks and balances, which in turn produce expected economic outcomes. But how does the policy process progress? And how is policy learning shaped in this process? Hugh Heclo and Peter Hall theorize policy learning and empirically demonstrate how powering and puzzling mechanisms articulate the learning process in advanced economies. This paper, however, attempts to understand policy learning and institutional change in an emerging economy like Bangladesh with a historical institutional account.
