Abstract

This paper explores the intersection of socio-environmental justice and authoritarian governance in Gilgit-Baltistan (GB), a region facing constitutional liminality due to the ongoing Kashmir dispute between India and Pakistan. Amid the $62 billion China-Pakistan Economic Corridor (CPEC), GB risks becoming increasingly marginalised, with infrastructural projects like the CPEC optical fibre cable both enhancing state surveillance yet providing a platform for local resistance through digital platforms.
