77 – Digitalisation of Welfare in South AsiaAbstract
The digitization of India’s welfare delivery system “aims” to enhance effi ciency, transparency, and citizen experience. This study examines three case studies: the Civil Registration System, AADHAAR-based education services, and NREGA payments. The paper examines the claims of improved service delivery, reduced leakages, and increased benefi ciary satisfaction in the context of scheme objectives. The Civil Registration System has the objective of streamlining birth and death registrations, while AADHAAR-based education services have the objective of tracking a child’s academic progress. NREGA payments digitization is aimed at reducing delays and corruption. However, challenges persist, including digital divide, data security concerns, and capacity building needs. Exclusion concerns related to digital citizenship have been documented (Narayanan, 2018).
Moving from documenting challenges to addressing them, ways to strengthen the digitized welfare delivery system, including investing in digital infrastructure, enhancing citizen awareness, and ensuring data security and privacy have been discussed.
